Dresden calls for digital turn: Management of the future now!

In 2021, an important initiative began in Dresden, which is supposed to shape the digital future of the administration. As part of a specialist congress of the IT planning council, the so-called Dresden claims were launched. These demands are a reaction to the dissatisfaction of many municipalities that no longer want to accept the sluggish progress in the implementation of the online access law (OZG). The German Cities Day, which has formulated the demands, sees this sees a powerful vision for digital administration in Germany. In this context, the Dresdner Rathaus mentioned that the suggestions and wishes are directed to the federal government and countries in order to create more structure, support and implementation will.

The core demands were presented by representatives of several cities, including Essen, Cologne, Leipzig and Munich. The aim is to reduce the complexity of the responsibilities of the administration and to strengthen digital services. The technical framework conditions should also be improved so that all administrative services can be made available simply via digital portals in the future. The e-government portal emphasizes that there are five central points that must be observed.

Dresdner claims in detail

  • reduction of complexity in terms of responsibilities.
  • Strengthening digital services.
  • Central IT procedure and processes for central tasks.
  • OZG use as a driver for consistent administrative digitization.
  • focus on users.

In particular, the demand for reducing the complexity aims to find new ways of cooperation between municipalities, countries and the federal government. The municipalities should be able to concentrate more on their central task of digital services without being additionally stressed by the OZG implementation. The focus on central processes is crucial to tighten the administrative process and the citizens: to facilitate life inside.

But what does it look like with the implementation? The Federal Office for Information Technology (BSI) emphasizes that the basis for this are the online access law of 2017 and the planned changes 2024. The goal is a modern administration that is completely on the needs of users: on the inside. In the future, authorities will be obliged to offer administrative services electronically, which leads to a faster and more user -friendly administration.

An important aspect are the created user accounts that enable uniform identification and authentication. Data entered once can be used several times, which significantly reduces the effort for the citizens: inside. At the same time, a high level of IT security ensures that the digital interactions remain safe, as defined in the latest technical guidelines of the BSI.

FAZIT: The Dresden claims are a clear call to the action. A digital administration that meets modern requirements can only be created through joint efforts by the federal government, the states and municipalities. It is to be hoped that the measures used and the planned changes in the digital landscape in Germany actually breathe life into
