Solar boom in Baden-Württemberg: Goals are exceeded in July!

In the first half of 2025, Baden-Württemberg made impressive progress in the area of ​​solar energy. The figures show that the extension to photovoltaic systems comprises a total of 988 MW in the first half of 2025. Of this, 673 MW is eliminated on facilities installed on roofs, while 315 MW is eliminated on open space systems. This development is part of the plan to achieve the goals of the study "Sector goal 2030 and climate-neutral Baden-Württemberg 2040" of the Center for solar energy and hydrogen research (ZSW).

Relief for open space systems

The Baden-Württemberg Minister of Energy Thekla Walker has emphasized that area-friendly open space-photovoltaic systems need necessary relief. In particular, the potential for the double use of areas, such as by agri-photovoltaics or the roofing of parking spaces with solar systems, is highlighted. These concepts could open up new business models, but require a higher initial investment.

In this context, Minister Walker calls for the remuneration for special solar systems in the Renewable Energy Sources Act (EEG) by the federal government. The Federal Government's currently unclear stance on renewable electricity sources is judged by it as not very helpful.

New regulations for open space photovoltaics

In order to further advanced the expansion of open space photovoltaic systems, the state government has passed the open space opening regulation. The aim of this regulation is to facilitate the use of arable and grassland areas in disadvantaged areas for solar projects. So far, photovoltaic systems have mainly been promoted on conversion areas and side edge strips along motorways and rail paths.

The new regulation uses the country opening clause of the 2017 EEG amendment. However, the use of agricultural areas in Baden-Württemberg remains limited to a maximum of 150 to 200 hectares annually. In addition, the concerns of agriculture and nature conservation should be taken into account when further expansion.
